Overview

Reporting to the Loan Compliance & Systems Manager, the Loan Compliance Officer is primarily responsible for the administration of the consumer loan portfolio and the related functions within the lending area to ensure consumer loans are made in accordance with credit union Loan Policy and Procedures (except for mortgage loans underwritten to secondary market guidelines).  Administration includes loan compliance, loan quality and documentation.

Responsibilities

Regulatory Compliance & Policy Oversight

  • Primarily responsible for loan quality. Coordinates lending activities with the Loan Compliance and Systems Manager with an emphasis on monitoring loan “quality”, proper documentation, and follow-up, for Federal and NCUA Regulation compliance including Fair Lending Laws as well as policy and procedure standards.
  • Responsible for supervision of the compliance function to ensure all consumer loans (including Auto Advantage loans – both certified and non-certified) are made in accordance with Palmetto Citizens policy and procedures. Responsible for the day-to-day monitoring of the loan portfolio; ensuring those loans are reviewed within 7 days of receipt.
  • Create, review, advise, and update lending policies and procedures to align with regulatory requirements and industry best practices.
  • Responsible for monitoring the credit union's compliance with both the Military Lending Act and the Servicemembers Civil Relief Act.
  • Responsible for periodic analysis of the loan portfolio including the Information for Government Monitoring Purposes section of the mortgage loan application, and the accuracy of Qualified Mortgage (QM) Report and Checklist, timely completion of the Loan Estimate, Closing Disclosure and Notice to Borrower of Special Flood Hazard.
  • Assist with ongoing monitoring of auto-decisioning model and AI scoring model to ensure compliance with fair lending laws and regulations.
  • Responsible for keeping up to date with applicable laws to ensure compliance with all lending practices, policies and procedures, and lender training
  • Assists and cooperates with the Supervisory Committee Audits, internal auditors, and examiners with respect to audits and examinations, as requested.

 

Loan Administration & Systems Management

  • Serves as the back-up administrator for loan origination and servicing system(s), ensuring optimal performance, reliability and scalability.
  • Assist with the development, mapping, and maintenance of loan forms and documents to support data migration, system integration, and other structured initiatives within the lending system(s).
  • Ensure the Loan Compliance & Systems Manager is kept fully informed of all adverse practices, procedures and conditions of the loan portfolio.
  • Responsible for the evaluation of paper and digital loan files to ensure quality, accuracy, and compliance with policies and procedures.
  • Prepares monthly Board & President reporting.

 

Supervision & Associate Development

  • Collaborate with the Loan Compliance and Systems Manager and the Specialized Trainer (Lending) to assess the training needs of branch lending associates and Consumer Loan Underwriters, while evaluating their compliance with Palmetto Citizens' loan policies and procedures.
  • Recommends to the Loan Compliance and Systems Manager changes in loan policies and techniques as deemed necessary.
  • Responsible for associate supervision, development, and evaluation of the Compliance Assistant and the Loan Administration Support.
  • Provide expert guidance and support as a Subject Matter Expert in Consumer Loan Underwriting and Credit Life/Credit Disability Insurance sales to ensure effective operations.
  • Handle problems and special loan situations as deemed necessary.
  • Performs all other duties as assigned, ensuring accountability and alignment with organizational objectives.

Qualifications

  • Bachelor’s degree in finance, business administration, or a related field preferred.
  • 5+ years of experience in banking compliance or regulatory roles within a financial institution, with a preference for credit union experience.
  • Professional compliance certifications are preferred, such as; CUCO, CRMC, NCCO – If no certification, designation to be obtained within 1 year from date of hire.
  • In-depth understanding of federal and state lending regulations, including but not limited to UDAAP, TILA, RESPA, ECOA, HMDA, and Fair Lending laws.
  • Requires extensive knowledge of all credit union policies and procedures and all services and products.
  • Excellent problem-solving skills as well as the ability to work without direct supervision and maintain a high degree of concentration.
  • Must have the ability to define problems, collect data, establish facts, and draw valid conclusions.
  • The ability to maintain mental focus and accuracy when handling numbers and managing spreadsheet data is essential.
  • Extended visual focus and mental concentration is required to review documents and interact with colleagues and clients efficiently.
  • Effective communication skills are essential, with the ability to interact clearly and professionally with peers, management, and clients through written, telephone, and face-to-face methods.
